In... lies the City of Allen, a metropolis of mutants containing roughly one million
registered citizens within its borders. And within the city there is a rehabilitation
center specializing in the continued treatment and care of children who have
suffered traumatic events resulting in both drastic physical changes and the loss
of their families.

You see, the citizens of Allen are believed to carry genetic material that remains hidden
during their lifetime until the individual is subjected to high levels of stress in
combination with a specific outside source that is unique to everyone.
There is no way to know with accuracy what these new traits may cause,
and while some appear to be beneficial such as enhanced immune systems and senses,
there are many other instances in which these traits have caused drastic problems,
the most common being severe mental retardation.

These people who show signs of the additional dormant genes mutation are referred to as
ABNORMALITIES
